Title Transfer Between Spouses or Parent and Child Are Excise Tax Exempt, Maryland Safety Inspection Exempt, and the Tags Can Be Transferred
Relationships include: SPOUSE to SPOUSE or to SELF and SPOUSE MOTHER and/or FATHER to SON or SON and DAUGHER-IN-LAW MOTHER and/or FATHER to DAUGHTER or DAUGHTER and SON-IN-LAW SON or SON and DAUGHTER-IN-LAW to MOTHER and/or FATHER DAUGHTER or DAUGHTER and SON-IN-LAW to MOTHER and/or FATHER Mother and Father also include Stepmother and Stepfather. Son and Daughter also include Stepson and Stepdaughter, Adopted Son and Adopted Daughter. If last names are not the same, proof of relationship is required. The chain of the change of last names must be provided. Acceptable proof: Birth Certificate Marriage License Divorce Decree Adoption Papers Court-Ordered Documents
Vehicle Currently On A Maryland Title
1. Maryland Title signed by all sellers (givers). 2. Maryland Security Interest Filing or a Lien Release Statement, if there is a lien printed on the front of the Maryland title. 3. Maryland Gift Certification Form signed by all givers. 4. Current Mileage. 5. Proof of Relationship, if last names are not the same. 6. Insurance Information A. Company and binder or policy number. 7. MD Driver's License or MD Soundex #: A. Without a Maryland driver's license or a Maryland soundex number, it will take Norman's one to two business days to process and obtain your tags and/or registration.
Title Transfer of All Relationship Below Avoid Excise Tax Only, Requires A Maryland Safety Inspection, And Can Not Transfer Tags
SISTER(S) to BROTHER(S) or vice versa MOTHER-IN-LAW and/or FATHER-IN-LAW to DAUGHTER-IN LAW or SON-IN-LAW or vice versa GRANDPARENT(S) to GRANDCHILD GRANDCHILD to GRANDPARENT(S) Sister and Brother also include Half Sister/Half Brother and Step Brother/Step Sister. If last names are not the same, proof of relationship is required. Examples of acceptable proof: Birth Certificate Marriage License Divorce Decree Adoption Court-Ordered Documents

Vehicle Currently On A Maryland Title

1. Maryland Title signed by all sellers (givers).

2. Maryland Security Interest Filing or a Lien Release Statement, if a lien is printed on the front of the Maryland title.

3. Maryland Gift Certification Form signed by all givers.

4. Maryland Safety Inspection:
   A. Inspections are now electronic.

5. Proof of Relationship, if last names are not the same.

6. Insurance Information
    A. Company and binder or policy number.

7. MD Driver's License or MD Soundex#:
   A. Without a Maryland driver's license or a Maryland soundex number, it will take Norman's one to two business days to process and obtain your tags and/or registration.

Transfer Between Aunt/Uncle to Niece/Nephew is Tax Exempt

Aunt and/or Uncle can transfer to a Niece and/or Nephew if:

1. Vehicle currently on a Maryland title.
2. Aunt and Uncle are at least 65 years of age.

Niece and/or Nephew can not transfer to Aunt and/or Uncle.

Vehicle Currently On A Maryland Title

1. Maryland Title signed by all sellers (givers).

2. Maryland Security Interest Filing or a Lien Release Statement, if a lien is printed on the front of the Maryland title.

3. Maryland Gift Certification Form signed by all givers.

4. Maryland Aunt/Uncle Gift Form signed by all givers.

5. Maryland Safety Inspection:
  A. Inspections are now electronic.
  B. Required for all used vehicles except for Historic vehicles, Street Rod vehicles, some Gift Title Transfer exceptions, and Farm Area vehicles.
  C. The inspection is valid for 90 days from the date issued. The same inspection may be used if the vehicle is transferred within 30 days of the inspection date.
  D. If the vehicle has not passed a Maryland Safety Inspection, then you may apply for temporary tags valid for 30 days.

6. Proof of Relationship, none required.

7. Insurance Information
    A. Company and binder or policy number.

8. MD Driver's License or MD Soundex#:
   A. Without a Maryland driver's license or a Maryland soundex number, it will take Norman's one to two business days to process and obtain your tags and/or registration.

Vehicle Not On A Maryland Title

If Vehicle Has Never Been Titled In Maryland:

A gift title transfer will not apply. See Title Transfer section.

If Vehicle Was Previously Titled In Maryland:

A gift title transfer may still apply. Call Norman's for more information.
